Traffic just stopped for no reason on the 405 during rush hour.
Some inky mess on the road that the Caltrans van crew barely cleaned up, so everyone slows down because of what amounts to a few drops of blacktop. Meanwhile the actual congestion is still caused by the 20 drivers who thought a single lane was fine.
