Traffic crawled to a complete standstill at the corner of 5th and Walnut because of a driver who apparently had no idea how traffic signals work, I watched as they hesitated at the red light then made a right turn, completely oblivious to the sea of brake lights around them. Now the backup goes all the way up the on-ramp.
