I just went to pay my utility bill at the office and the ATM card reader wouldn't pick up my chip. No issue, right? Wrong, the clerk told me the manual back-up system is currently down for maintenance. Now I'm stuck writing out a check for the sixth time this year. Is a simple back-up system really too much to ask?
